To obtain a New Mexico Identification Card, a person must not have a driver's license in New Mexico. An original birth certificate (or other proof of identification i.e., Passport, Federal ID, Government ID), social security card (or two other proofs of social security i.e., voter registration card, W-2 , Military issued ID), two proofs of address (lease, rental agreement, gas bill, electric bill, water bill, or bank statement) must be presented for ID card. Under 18 applicants do not need parental approval unless they are an organ donor.
